Certification tiers correspond to increasing levels of authority. The authority class ordering is:

Tier A → Tier B → Tier C

Higher tiers provide stronger evaluative authority and broader downstream applicability.

Pricing increases with authority class and with the reliance surface — that is, how many external decisions depend on the certification. Time spent is not a pricing variable.

B.4 — Sealed‑by‑Default Deliverables

All certificates and annexes are sealed by default. Public verification is supported through ledger tuples containing only the certificate ID and SHA‑256 hash.
